Allow exceptions to be raised on sending confirmation emails

A bare "except:" is almost always a bad idea - it will catch every type
of exception, including those from simple typos.  It's especially
dangerous where the handling is just 'pass', so we'll never hear about
any exceptions on sending confirmation emails.

If some of the exceptions raised by this email sending are unwanted, we
can filter them out more selectively later.
