Reintegrate job duplicate (#875)

* Fix the logging of the PID for webapi

has stores the return value, which fixates the PID of the webapi, which
wasn't the intention

* Avoid dead locks between the sub apps

not call job_duplicate through IPC but directly. There is no harm done

* Move Scheduler::job_duplicate into Jobs::auto_duplicate

* Change Jobs::duplicate to return job objects instead of ids

* Return the new job object from auto_duplicate instead of the id

* Remove typo colums not having had an effect before

* Move the worker notify call from the model to the controllers

This is the cleaner design (proposed by Adam in #875)

* Make auto_duplicate create a warning on too many restarts
