doc: introduce agent guidance files

Add a project overview and task-specific dev/test guidance for coding
agents. Keep the content in agent-agnostic files (AGENTS.md,
docs/agents/) so any agent can use it, not only Claude, and have the
per-agent files reference that single source: CLAUDE.md imports
AGENTS.md and each skill points at its doc, while GEMINI.md and the
Copilot instructions do the same.
