Reorganize data directory (#547)

## Context
As discussed in
https://github.com/openbraininstitute/prod-build-circuit/issues/36, the
`neurodamus-models` repo will contain only the technical mods shared
between Neurodamus and BlueCellulab. The PR changes Neurodamus
accordingly:
1. Move Synapse hoc helpers from Neurodamus-models to Neurodamus
2. Add `neurodamus-models` as a submodule and add softlinks in
`neurodamus/data/mod` to the files in `neurodamus-models/common/mod`
3. Fixes
https://github.com/openbraininstitute/prod-circuit-simulation/issues/194,
Synapse models/hoc files are no longer mandatory in Neurodamus, tested
by `test_ringcells_allen_v1.py` which doesn't require any scientific
mods.

## New in testing
1. Change `ci/scripts/build-neocortex-models.sh` to build the model
based on the mod files given in Neurodamus and the
`tests/mechanisms/neocortex`. The cmake file in `neurodamus-models` is
no longer available.
2. Adapt install scripts to macOS, add integration CI for macOS
