Don't Execute Relation/Localization Transaction Command if No Rows

This commit fixes bugs in the Transactor's functions for performing updates when there's a Relation or Localization that
does not have elements for a particular flavor of command. For example, if there are no rows to be deleted from a
Relation or Localization, we should not be executing the delete command, because the text will have no WHERE clause.
This was not handled correctly previously.
