fix #9370: reset isSaving state when submitAction throws

Use try/finally in doSubmit() so that isSaving and saving-override are
always reset, even when submitAction() throws (e.g. when the API returns
422 and the calling code accesses properties on the undefined result).

Without this, clicking Create with invalid data could leave the submit
button stuck in the loading/disabled state after the user corrects their input.
