Cover the null-dispatcher branch in TransactionEventHub

Coveralls reported a coverage drop (the only missed line was the early
`return;` added for the nullable-dispatcher guard in
TransactionEventHub::initializeWithDispatcher()). Add a focused unit test
that calls it with null and asserts it is a harmless no-op, restoring 100%
line coverage.
