Fix stale README and contributing doc content

- README.rst: update Python 3.8→3.10, fix 'libary' typo, remove Python 2
  EOL note, point dependencies badge at pyproject.toml (requirements.txt gone)
- docs/contributing.rst: fix 'python pytest' → 'pytest', remove references
  to defunct Makefile, add ruff/mypy instructions
- docs/installation.rst: replace 'pip install -r requirements-development.txt'
  with 'pip install -e "[dev]"' (dev extras defined in pyproject.toml)
