Modernize type hints, drop __version__.py, add ruff format, dependabot

- Enable ruff UP ruleset: auto-modernize 370 findings (Optional[X]->X|None,
  Union[X,Y]->X|Y, List[X]->list[X], remove `# coding: utf-8` headers, etc.)
- Manually fix 11 remaining UP007/UP031 findings (Union type aliases, % formatting)
- Replace __version__.py with importlib.metadata in __init__.py
- Add ruff format: reformat 78 files to ruff style
- Add `ruff format --check` step to CI workflow
- Add .github/dependabot.yml for monthly GitHub Actions version bumps
- ruff check, ruff format, mypy, and pytest all pass clean
