* docs: document batch fallback behavior for order set transaction bundles

Posting the converted order set bundle without the transaction-bundles
feature flag does not fail. The server silently processes it as a batch
with per-entry outcomes and no rollback, while still resolving urn:uuid
references and labeling the response transaction-response.
