refactor(elementor-v4): refactors, cleanup adds comments

- Remove dead slug field from editorData state in change-handler.js
- Cache is_elementor_v4_atomic_active() result in $is_v4_atomic local
  variable to avoid calling it twice in enqueue()
- Add comment explaining the zero-delay setTimeout in initialize.js
- Add comment explaining the intentional in-place htmlCache mutation
  in enrichImageNodes
- Broaden jest.config.js fixtures exclusion from the elementor-v4
  specific path to /__fixtures__/ to cover future fixture directories
