test: add tests for storage layer and jsonutil

Cover the previously-untested storage and disk-IO packages using
t.TempDir() and in-memory file fixtures (no network):

- jsonutil: MarshalCompactPretty field sorting/formatting (0%->94%).
- storage: PaddingFile zero-read / write-panic / close (0%->100%).
- storage/filestorage: Open create-vs-exists, read/write round-trip,
  truncate-on-resize, RootDir (0%->85%).
- verifier: marks only pieces whose on-disk data matches the hash
  (0%->82%).
- piecewriter: writes to disk on hash match, skips on mismatch
  (0%->100%).
- allocator: create-then-find files across runs, padding files
  (0%->75%).
- cachedpiece: block-aligned ReadAt with cache reuse (0%->94%).
