add pec prepare functionality (#2897)

### Summary
Add support for the case pec_options is given as input.
Create a new prepare_pec function - force gate twirling and add noise
injection annotations to the circuit. In addition, calculate the gamma
factor of the circuit and pass it using the passthourgh_data.

split #2860 PR for easier review.
