Fix RPM spec and DEB postinst with same features

RPM spec now includes all the fixes that were applied to the DEB:
- Compile .mo files with pybabel and touch them (skip compilemessages at runtime)
- Add DJANGO_SETTINGS_MODULE and NO_COMPILEMESSAGES to wrapper script
- Find free port starting from 4386 on fresh install
- Run setup automatically in %post when no database exists
- Add post-install instructions message with port warning

DEB postinst updated:
- Add note that setup must be run after changing database settings
