Skip manual build approval gate for renovate PRs (#875)

* Skip manual build approval gate for renovate PRs

Bot PRs from renovate[bot] are opened from same-repo branches (not forks),
so they don't need the protected environment approval that guards against
untrusted fork code.

Propagated from kyma-project/kyma-infrastructure-manager#1475

* Remove fork-check condition from gate job

The full_name != github.repository condition blocks release jobs
triggered by tag creation. Use the same simple pattern as KIM:
only check pull_request_target event and exclude renovate[bot].
