fix: run security check from pull request branch (#1028)

Does two things:
- Move to running the security checks workflow on the pull request
branch. To do that, we must stop pushing the dependencies to GitHub for
non-main branches.
- Adds ignore for two CVEs we verified we aren't vulnerable to, but that
are currently making the security checks action red.
