[tests] Mitigated flaky SQLite crashes in Selenium tests #698

Serialized SQLite connection open and close in Selenium tests.
This avoids intermittent Python 3.13 crashes from concurrent
connection lifecycle operations.

Also memoizde SpatiaLite library lookup so connection setup does not
run ldconfig for every new connection.

Closes #698
