config: add per-backup destinations (-t/--to) on new and edit

Where to store a backup is now configurable (DESIGN §6.7): new/edit take
-t/--to <path|s3-target> (repeatable, not existence-checked) and edit also
--rm-to; stored in a config_destinations table (save/set/configured methods).
show now lists Destinations. Multiple destinations = redundancy (#19: local
paths and/or S3). Help text marks -d/-f/-t repeatable for consistency. Arg +
engine tests added (67 passing).

Note: this only records WHERE; the upload phase that actually writes to
destinations is still pending (Phase 1/3).
