Add apt dist-upgrade to Dockerfile

Include a noninteractive apt-get dist-upgrade -y in the existing RUN chain to upgrade installed packages during the Tomcat-based image build. This ensures package upgrades (security/bug fixes) are applied in the image; DEBIAN_FRONTEND=noninteractive prevents interactive prompts. Note: this may increase build time and change resulting image contents.
