Tidy the `inferInputSignatures` test harness field (#591)

* Drop redundant `= false` initializer on `inferInputSignatures`

Instance `boolean` fields default to `false`, so the explicit initializer added
in #580 is redundant.

* Use a mutator to flip `inferInputSignatures` in the emission helper

Add a `setInferInputSignatures` mutator and call it from
`helperAssertInputSignatureEmission` rather than assigning the protected field
directly.
