refactor: extract candidateDisruptionCost to eliminate duplication

Disruption cost formula (1.0 per-node + sum(max(0, EvictionCost)))
was computed inline in three places. Extract into candidateDisruptionCost
and call from computeNodePoolTotals, ComputeMoveDisruptionCost, and
candidateSavingsRatio.
