Bump Ariadne to 0.47.0 for `np.ones`/`np.zeros` tensor typing (#584)

Bumps `com.ibm.wala.cast.python.ml` 0.46.1 -> 0.47.0 in `hybridize.target`.
0.47.0 fixes wala/ML#539: `tf.constant(np.ones/np.zeros(...))` now infers
the array's concrete shape and dtype instead of producing ⊤ shape /
UNKNOWN dtype.

That removes the only fixture trigger for the `inferSpec` dtype-⊤ branch,
so the dtype-⊤ pinning test inverts: `testInputSignatureDtypeTop` becomes
`testInputSignatureNumpyConstant`, now asserting the concrete
`[tf.TensorSpec(shape=(2, 3), dtype=tf.float32)]` signature (no drop, no
drop INFO) instead of the collapse. Full suite green (510, 0 failures);
only that test flipped, and all reactor modules compile against 0.47.0.
