ci: run Dialyzer with cached PLTs (#14)

Add dialyxir (dev-only) and a dedicated Dialyzer CI job pinned to the
.tool-versions Erlang/Elixir, wired into the Required aggregate.

Set plt_core_path to _build so the core Erlang/Elixir PLTs live next to
the project PLT instead of ~/.mix — the job's _build/deps cache (keyed
on OTP + Elixir + mix.lock) then covers the whole PLT chain, and the
hex package stays free of PLT artifacts. --format github annotates any
findings inline on PRs.

The suite passes with zero warnings out of the box thanks to the
precise Client.response/0 specs.
