docs: focus CONTRIBUTING on repository-specific guidance

# Summary

Revise CONTRIBUTING.md to carry only guidance specific to this repository
— code-style conventions, where the docs live, the branch/PR workflow,
the AI-assisted policy, and the release steps — and drop generic Rust/OSS
onboarding and stale tooling notes.

# Details

- Add a Code style section surfacing project conventions previously only
  documented in CLAUDE.md: where-clause trait bounds, one main type per
  file, and `#[since]` on public API changes.

- Replace the obsolete mdBook "guide" instructions with a Documentation
  section pointing at the inline rustdoc under `openraft/src/docs/`, which
  is what docs.rs publishes; mdBook is no longer used.

- Correct the release checklist: run `make basic_check`, and bump the
  version across the whole workspace (root `[workspace.package]` plus
  every sibling `path` pin), not just openraft or memstore.
