Automate elastic/beats bump like elastic-agent

Port elastic-agent's beats-bump approach (elastic/elastic-agent#14565) to
cloudbeat. The previous updatecli-driven flow let updatecli push commits and
open the PR itself using CLOUDSEC_MACHINE_TOKEN, which now returns 401 Bad
credentials, so every scheduled run has been failing.

- Add a dedicated bump-beats-version.yml workflow: an active-branches matrix
  opens one PR per branch, runs `updatecli apply --commit=false` (file edits
  only) and lets peter-evans/create-pull-request open the PR using the built-in
  GITHUB_TOKEN plus contents/pull-requests write permissions. No machine token.
- Rewrite the update-beats updatecli config to file-edit-only (beats + gomod
  sources, is-already-updated condition, beats + export-versions targets); drop
  the scms/actions blocks so updatecli no longer authenticates to GitHub.
- Remove beats from the shared updatecli.yml matrices so the dedicated workflow
  owns it.
