ci: add manual Docker release repair workflow

Add a workflow_dispatch entrypoint that rebuilds the Docker release
images for a selected release ref and publishes the multi-architecture
manifests using the repository registry secrets.

This lets maintainers repair a Docker-only release failure without
requiring local registry credentials or republishing the Python package.
