templates: use pypi_project_name for the PyPI badges

The PyPI version and Downloads badges in README.md.j2, and the Python versions,
PyPI version, and Downloads badges in docs/badges.rst.j2, used project_name for
the shields.io and pepy.tech image URLs. When pypi_project_name differs from
project_name those badges point at a non-existent PyPI project and render as
"not found", and the README and badges.rst disagreed with each other. Use
pypi_project_name consistently for every PyPI-derived badge.
