Re-run of the Wiswa generator; no hand-written code changed.

* `.gitignore` and `.prettierignore` now ignore `/.claude/hooks`,
  propagating the upstream shared-ignore template change.
* `.pre-commit-config.yaml` bumps uv 0.11.16 -> 0.11.17 and ruff
  v0.15.14 -> v0.15.15.
* `pyproject.toml` bumps ruff 0.15.13 -> 0.15.14, ty 0.0.35 -> 0.0.39,
  and click 8.3.3 -> 8.4.1.
* `CITATION.cff` refreshes the release date stamp.
* `package.json` updates the `_wiswa` regen metadata.
* `uv.lock` and `yarn.lock` regenerated.
