refactor: extract helpers to flatten nesting in Backends (#3531)

Pull the source-sup sync loops out of `update_source_backends/2` into
`sync_backend_children/3`, and the per-backend dispatch body out of
`dispatch_to_backends/3` into `dispatch_to_default_backend/3`, to
satisfy Credo's max nesting depth of 2.
