Use recfunctions.stack_array instead of concatenate.

- Also change the endianness of the mtlprim and sec dtypes so that
  `read_two_ledgers` returns the same dtype as `read_one_ledger`
- MTLs are now concatenated based on column without respect to column
  ordering, correctly matching columns to each other when using
load_mtl_in_hp.

Pull Request Pull Request #884: Fix incorrect MTL concatenation in `read_mtl_in_hp` that would change entire ledger column values.
