Commit Message

Update action alias match API endpoint to take payload inside body instead of
inside the query string.

This way it's consistent with other existing POST API endpoints and it also
allows us to utilize existing infrastructure for validating the payload, etc.
(json schema, etc.).

Also update other affected code and make CLI commands actually work.
