Set permissions for copied server files

After copying router.php and livereload.js into the temporary server directory, call Util\File::getFS()->chmod(..., 0777 & ~umask()) to ensure the files have usable permissions. This prevents permission issues when running the built-in server and watcher and is applied alongside the existing file-copy logic in Serve::execute.
