fix: Write config after mkdir and chmod subdirs

Ensure the site path is created before writing the generated config file by moving the dumpFile call after mkdir. Also set permissions on created skeleton subdirectories to be writable for demo content by applying chmod(0777 & ~umask()) after each directory is created.
