fix(ci): pin baseweb version to <0.5.0

The CI was installing baseweb 0.6.0 which has breaking changes.
pyproject.toml already had this constraint, but requirements.txt
did not, causing CI to install the wrong version.

🤖 Implemented together with a coding agent.
