test(paxos-toolkit): gate test-fakes integration tests behind required-features (#231)

The mem-network, lifecycle, macro, smoke, and storage-conformance tests
import symbols re-exported only under the optional `test-fakes` feature,
but lacked `required-features` declarations. Default-feature builds
(`cargo test -p tsoracle-paxos-toolkit`) therefore tried to compile them
without those symbols and failed; CI masked this by always running with
`--all-features`.

Declare `required-features` per test so the default build skips them,
mirroring the existing `failpoints` entry. `storage_conformance` also
requires `rocksdb-storage` since it constructs `RocksdbStorage`.
