Relaxed commit message length check (empty line + PR ID) (#904)

Details:

* The length check required an empty line after the first line,
  but Dependabot commit messages don't have that empty line.
  Therefore, the check was relaxed to no longer require the empty line.

* A PR ID in the title line is now ignored when checking the length.
  That is created when the PR is squash-merged.
