feat(examples): paxos-standalone — 3-node OmniPaxos cluster on StandaloneHost (#189)

Counterpart of examples/openraft-standalone, against tsoracle-driver-paxos.
Wires StandaloneHost → PaxosDriver → TsoServer behind a tonic peer
transport (single fire-and-forget Send RPC carrying postcard-encoded
omnipaxos::messages::Message<HighWaterCommand>). RocksDB-backed log via
tsoracle-paxos-toolkit::RocksdbStorage in a single tso_paxos column family.

Implements one of the three example crates from #175; paxos-piggyback and
paxos-embedded land separately.
