fix: add manual publish workflow and revert ineffective retry/no-verify

Add a workflow_dispatch workflow (publish-crate.yml) that lets you manually
publish a specific crate with `cargo publish --no-verify`. This unblocks
release-plz when it fails due to dev-dependency ordering issues - just
manually publish the blocking dep first, then re-run the release workflow.

Also reverts the retry loop and publish_no_verify changes from #468 since
neither actually fixes the root cause (cargo resolves dev-deps during
packaging regardless of --no-verify).
