ensure configure runs on every install

cmake-js 8 introduced ensureConfigured(), which skips cmake configure
when CMakeCache.txt already exists. This caused compile_commands.json
to not be regenerated on subsequent npm installs, breaking clangd.

Split install into explicit configure + build so configure (and thus
compile_commands.json) always runs. Apply the same pattern to the
cmake-verbose script.
