go.mod: bump ethrpc v0.2.12 → v0.2.13

Upstream landed an error-handling improvement: HTTP 4xx/5xx
responses now surface either the embedded JSON-RPC error (when the
server returned a JSON body) or an "HTTP <status> during <method>:
<body snippet>" string (when it returned something un-decodable),
instead of failing with a vague "failed to decode response" wrap.

No API change, no behaviour change for happy-path callers; only
the error messages on RPC failures get more actionable.

No pubspec bump — folding into the next feature release.
