chore(api): scrub backlog refs from openapi descriptions + /api/manifest (#422)

Backlog tags (TA-306/307/315/352/141) had leaked into user-facing
"description" fields in the /api/openapi.json fan schema and into the
"desc" entries that bb_manifest emits via /api/manifest. They're noise
to external consumers (taipan-cli, the web UI, third-party fleet
tools) and rot as backlog items get renumbered or closed. Strip them
from the strings the device serves; comments and TAG-style references
inside C source stay as-is.
