refactor: runtime type validation with pydantic.validate_call

- Replaced typeguard with pydantic.validate_call for ~11x performance improvement
- Created input_validator.py wrapper with custom InvalidInputError
- Added @validate_input decorator to all public methods in boundary_detector.py,
  segmenter.py, and rules/base.py
