proxy: guard support for pomerium_redirect_uri (#6358)

Introduce a runtime flag for the behavior of the 'pomerium_redirect_uri'
query parameter on the proxy /.pomerium/sign_out handler. Unless this
runtime flag is explicitly enabled, the query parameter will no longer
be honored.
