update postgres to v18

Also update backup and restore image, else we can't create or restore backups anymore.
postgresql-client-18 is not yet available in the debian repositories.
The postgres 18 container wants that the volume is mounted to /var/lib/postgresql instead of /var/lib/postgresql/data.
