Use direct db connection, MetadataChecker cleanup, CI tuning and PHP 8.5 fixes

* If the ARCHE_DB_CONN_STR env var is set, arche-check-meta and arche-crawl-meta
  will try to initialize the repository and ontology objects with a
  direct database connections. This can be suppressed with the
  `--forceRest` CLI switch.
* MetadataChecker class cleaned up:
  * Removal of unused code
  * Passing of uri normalized settings to the acdhOeaw\arche\doorkeeper\Resource
  * Reuse of a single acdhOeaw\arche\doorkeeper\Resource object for all
    checked resources
* Use matrix build
* Bump required PHP version to 8.3 because of PHP 8.5 compatibility
  fixes
* Bump phpoffice/phpspreadsheet to ^5
* arche-check-meta and arche-crawl-meta now use system temp dir by
  default instead of /tmp
