vm: lower enum declarations natively

OP_REGISTER_ENUM runs the shared compiler.RegisterEnum helper —
the same RegisterClass + preCompileValidation + Compile +
postCompileValidation pipeline runEnumRegister.Run used to run via
AST delegation. IsEnumRegisterNode replaces the wholesale
IsStmtAstDelegated dispatch, which now returns false unconditionally
since enum was the last statement-shaped delegation.
