Bump toolhive-core to v0.0.20 (#5316)

* Bump toolhive-core to v0.0.20

The v0.0.20 release of toolhive-core removed the Groups field from
UpstreamData and replaced it with Skills. Update the upstream registry
validation in pkg/config and pkg/registry, plus their tests, to check
for servers or skills instead of servers or groups.

* Extract upstream registry validation helper

isValidRegistryJSON and validateRegistryFileStructure duplicated the
legacy-format check, JSON unmarshal, and empty-content check, and had
drifted on the empty-content message (one said "no servers", the other
"no servers or skills"). Extract parseAndValidateUpstreamRegistry so
both call sites share one source of truth and one error message.
