Split stable NuGet publish key into ZeroC and IceRPC keys

Backport of the publish-release.yml restructure on main. ZeroC-prefixed
packages (e.g. ZeroC.Slice) belong to the ZeroC NuGet.org organization,
IceRpc-prefixed packages belong to the IceRPC organization, so they need
distinct API keys.

Replaces the single RELEASE_NUGET_API_KEY with ZEROC_NUGET_API_KEY and
ICERPC_NUGET_API_KEY, picked per package inside the publish loop. The
nightly path is unchanged.
