chore: update Claude code review workflow to enhance security and functionality (#3099)

This PR upgrades Claude code review workflow.
Resolves: noisy / overlapping Claude review runs and overly permissive trigger matching `in .github/workflows/claude-code-review.yml`.

- Disable automatic PR review; now only runs on manual trigger or when `@claude` is mentioned.
- Implement allowlist for triggering reviews, restricting to `COLLABORATOR`, `MEMBER`, or `OWNER`.
- Update permissions for `pull-requests` to write.
- Upgrade actions/checkout and `anthropics/claude-code-action` to specific versions.
- Add progress tracking and refined prompt for code review requests.
