chore(deps): upgrade to Python 3.14

* Bump requires-python to >=3.14,<3.15 and update uv.lock
* Update Dockerfile.base to python:3.14-slim-bookworm
* Update CI matrix and Node.js from 18 (EOL) to 24 (LTS)
* Pin redis:8 in docker-services.yml and disable RDB snapshots
  to fix write errors on read-only containers
* Bump pytest-invenio to >=4.0.0,<5.0.0
* Override invenio-celery msgpack defaults with JSON serialization
  to fix Kombu ContentDisallowed errors in Flower and workers
* Replace timezone.utc with datetime.UTC (UP017, auto-fixed by ruff)
